His title of Arbiter puts him under the direct authority of the Grand Maester. He takes orders from no one else. His task is to oversee and resolves situations that the Guild deems necessary. He has no qualms about doing what is needed, including killing innocents. Arbiter was last seen on Exilium, where he confronted Night Storm, the protector of that world. Unfortunately for him, Arbiter could not complete his mission, making this mission is first failure. Powers Arbiter is a Durian with no special abilities other than those of his species, although he is a skilled military tactician.
